A beta tests separate charges for agent requests and content reuse
Cloudflare has opened two beta payment paths—one for AI-agent requests to APIs, tools, and data, and another for subsequent use of publisher content. This changes the supply-side transaction and metering options, not yet proven publisher revenue or customer behavior.
Confirmed observations
On September 30, 2026, Cloudflare announced betas for two payment products. Monetization Gateway applies per-request charges when AI agents access APIs, tools, or data. It uses HTTP 402 and x402 for access and payment. The closed beta currently targets eligible sellers and buyers in the United States.
The separate Pay Per Use product is designed to compensate publishers when AI buyers subsequently use collected content. Publishers set use terms; buyers report each use, and Cloudflare handles billing and payment. The products share identity, metering, pricing, and analytics infrastructure, but charge at different points for different activities. Search Engine Journal also reported the two beta launches.
Verisca interpretation
Beyond a simple allow-or-block decision for AI access, this is a platform experiment in setting separate terms for an access request and subsequent use. Publishers and brands can first distinguish which assets are requested through APIs from those offered for later reuse.
This is a supply-side capability change. Whether AI companies pay in practice, publishers earn more, or customers change their search and discovery behavior is unverified. Any customer-journey effect remains a hypothesis to test.
Follow-up validation
- How many eligible participants have actually billed and settled requests or content uses?
- Do buyers' self-reported content uses differ from publishers' own logs?
- How do AI access, citations, and visits to original pages change for content offered under payment terms?

Confirmation limits
- Details of the features and eligibility rely mainly on Cloudflare's announcements. There is no independent verification of transaction or revenue outcomes.
- Pay Per Use relies on buyers' self-reported uses. No evidence establishes that all uses are independently captured.
- Availability beyond the limited US beta, actual participation, prices, customer behavior, and revenue effects remain unconfirmed.
